MAYVILLE - Dodge County law enforcers will hold a public notification meeting Feb. 4 at 6:30 p.m. at Mayville City Hall, 15 S. School St., regarding a convicted sex offender who will reside in the city of Mayville after serving prison terms for second degree sexual assault of a child and third degree sexual assault.
David K. Schraufnagel, 49, will reside at N10317 Dairy Road in the town of LeRoy, following his release from prison on Feb. 10. He will be under 24-hour electronic monitoring, and he will also be supervised by agents specializing in intensive supervision. He will continue to participate in long-term programs while on parole.
According to police reports, the assaults occurred when Schraufnagel served as a volunteer for Mayville School District in 2004. He told investigators he had inappropriately touched two teen-age girls. Charges were also filed in a separate case against Schraufnagel in which he was accused of inappropriately touching two teen-age girls at a residence in Mayville.
He was sentenced to 3 1/2 years in prison and 6 1/2 years of extended supervision in March 2004.
In addition to the intensive supervision rules to which Schraufnagel must adhere, he will be subject to additional specific rules including: No contact with any victims; no unsupervised contact with minors; he must not enter taverns, bars or liquor stores, nor may he consume drugs or alcohol; and he may not reside in the same residence with any minor children.
Schraufnagel is registered with the Sex Offender Registry and will be escorted upon release from confinement directly to the Dodge County Sheriff's Department where face-to-face contact with law enforcement will take place. If the subject violates any of these rules or conditions of parole, he will be taken into custody and placed in confinement, pending review of possible parole revocation proceedings. Witnessed violations should be reported to the Dodge County Sheriff's Department.
The Dodge County Sheriff's Department and Mayville Police Department have released this information pursuant to Wisconsin State Statute 301.46(2m), which authorizes law enforcement agencies to inform the public of a sex offender's release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense, and his criminal history places him in a classification level which reflects the potential to re-offend.
Schraufnagel has served the sentence imposed on him by the courts and is not wanted by police at this time. This notification is not intended to increase fear. Rather, it's the belief of law enforcers that an informed public is a safer public.
Police warn that citizen abuse of this information to threaten, intimidate or harass Schraufnagel will not be tolerated.
