Sex offender moves back to Beaver Dam

Beaver Dam Police passed out flyers in a neighborhood on the south side of town to tell people that a convicted sex offender is returning to their area.

Michael H. Fink, 42, will be moving to the 200 block of East Mill Street and will be under 24-hour electronic monitoring. Fink is not wanted by the police at this time.

Fink previously had been residing in the 100 block of Mill Street after being released from prison in 2007.

However, he ended back up in prison after being convicted of operating a motor vehicle without the owner’s consent after taking his sister’s vehicle. Fink was released from prison on Wednesday.

Fink has two prior sexual assault convictions, one involving a 13-year-old girl and the second involving a 90-year-old woman. He was last convicted of a sexual assault in 1991.

Fink will be supervised by agents specialized in intensive supervision. He will continue to participate in long-term programming while on parole.

He may not have contact with his victims, he may not be anywhere children congregate and he may not reside in the same residence with any minor children.

Fink is registered with the Sex Offender Registry and was escorted upon his release from confinement directly to the Beaver Dam Police Department where a face-to-face registration with law enforcement took place.

If Fink violates any of these rules or conditions of his parole, he will be taken into custody and placed in confinement, pending review of possible revocation proceedings.
