Horicon offers officer agreement

HORICON – The Horicon City Council voted unanimously in closed session to approve an agreement that terminates the employment of police officer William Pansier.

The agreement allows Pansier to remain employed in a suspended status with normal pay and benefits until the end of the year.

Pansier’s status will be that he quit, freeing the city from paying any unemployment compensation. The city also will provide a letter of recommendation that is neutral, stating his term of employment was Jan. 2, 2006 to Dec. 31, 2009.

Seven of the 15 accusations stem from Pansier’s attendance at the Wisconsin Narcotics Officers Association Convention in Green Bay on Aug. 19 to 21. The complaint alleges that Pansier did not attend any of the educational seminars or portions of the convention.

Seven other charges against Pansier accuse him of not issuing citations after giving warnings that required action from the person warned. The final charge against Pansier states that he did not complete an investigation after a request for additional work from the Dodge County District Attorney’s Office.

Adrian Bump, who is acting police chief. There were 15 accusations against Pansier in the complaint Bump filed with the Horicon Police and Fire Commission.
