Teaching birth control a key topic at listening session with Clark

Legislation forcing schools to teach birth control practices if they offer sex education was on the minds of people who attended a listening session Friday with State Rep. Fred Clark, D-Baraboo. "I wanted to tell you to your face how ashamed I am that you voted for that bill (Thursday) night," said Baraboo resident Wanda Nims. "You voted the party line. (That bill is) against families and it gives groups like Planned Parenthood more control over sex education than I have as a parent." The bill passed the Assembly Thursday night on a 48-43 vote. It must still clear the Senate and get a signature from Gov. Jim Doyle before it becomes law. Under the bill, schools would not have to teach sex education. But if they do, they must teach contraception methods. Clark said he understands concern about teaching birth control to young minds. But he said a high percentage of teenagers are already having sex, so he believes it is irresponsible to withhold information about contraception from them. He also said the bill mandates that schools teach abstinence if they teach sex education, and it allows parents to pull their children out of the class. Laurana Zimprich asked Clark why he supported a measure that increases the level of public financing available for state Supreme Court candidates. Clark said too often judges are presiding over cases that deal with the special interest groups that helped get them elected. "I don’t see why taxes should cover that stuff," Zimprich said. "They may not judge the way we want when they get in. And there’s enough taxes." Clark said the tax is not mandatory. People check a box on their income tax returns if they want to contribute. "If you choose to check that box, you choose to give money to a democratic election," Clark said. There was also discussion about concealed carry laws and health care reform among the three members of the public who attended the listening session, which was held at the West Square Building in Baraboo.
